Butuh pertolongan neh...

Ane punya data yang di situ ituh ada kode pos ma kode wilayah.. (liat lampiran)

Bagaimana membuat program sederhana untuk menentukan kode kota setelah di ketahui kode pos tanpa mengecek ke tabel yang ada?
