Coba pakai ginian =>
=SUM(--(($A$2:$A$165=A2)*(HOUR($B$2:$B$165)=HOUR(B2))))

atau

=SUMPRODUCT(($A$2:$A$165=A2)*(HOUR($B$2:$B$165)=HOUR(B2)))
